European legislation requires that digital content publishers inform users of their sites on the use of cookies and other forms of local storage. In many cases these laws also require them to obtain the consent of users.
The cookie law is active since June 2015, and the fines are crazy. So if you still don't have it on your website you need to hurry up.

cookieBAR is a free and easy solution to the EU cookie law. Written in pure vanilla javascript code, no jQuery or any other dependency needed. It shows up when needed and stay silent when not: If a website has some cookies or localStorage data set then the bar is shown, otherwhise nothing happens. That is configurable, anyway.

2. jQuery Cookiebar
The Cookie Bar plugin creates a small bar at the top or bottom of the website with a short message about cookies and accept, decline, and privacy policy buttons. Once a user has made the decision to either accept or decline, the Cookie Bar slides up, then disappears. The Cookie Bar can be set up to work in a variety of ways. By default, it uses assumed consent. This means that when a user visits the website, cookies can be set as normal with no interruption. The Cookie Bar is still displayed to provide the user with options for cookies.

The website has a menu to help you to configure the plugin, this can be located in different locations of the screen. It's lightweight, just 3.5k when minified, and you don't need JQuery or anything else. It can be easily customized, you can choose from one of the built-in themes or build your own with CSS.
